OpenAI publishes 'Child Safety Blueprint' - industry plan against AI-generated child abuse material
What it really says
On 8 April 2026 OpenAI published the 'Child Safety Blueprint', a policy document that identifies three areas of action to curb AI-generated child sexual abuse material (AI-CSAM): first, legal updates so that fully synthetic abuse material without a real victim is clearly criminalised and reportable; second, improved reporting chains to law enforcement via the National Center for Missing and Exploited Children (NCMEC); third, technical safeguards built into the models themselves (safety-by-design, classifiers, prompt filters, hash matching). OpenAI says the document was developed jointly with NCMEC and the US Attorney General Alliance, with input from state attorneys general including Jeff Jackson (North Carolina) and Derek Brown (Utah). The background: according to the UK Internet Watch Foundation (IWF), more than 8,000 reports of AI-generated abuse material were logged in the first half of 2025, up 14 percent year on year. OpenAI itself disclosed in December 2025 that its own NCMEC reporting had risen sharply.
Our assessment
Two things are true at once: the problem is real and growing, and the Blueprint is both a sensible step and a politically convenient one for OpenAI. The real part: generative models and open-source image models have pushed the production cost of abuse material close to zero, offenders use synthetic images for sextortion and grooming, and many existing criminal statutes assume a 'real' victim, leaving synthetic images in a legal grey zone. That is why pushing for clear legal equivalence and committing to safety-by-design is useful. At the same time, the move lands precisely when the US and EU are debating stricter duties for platforms and foundation model providers - a blueprint written by the leading AI company can also serve to head off stricter externally imposed rules. The test is implementation: measurable KPIs, independent audits and transparency reports are absent from the document so far. Without them much of it remains self-regulation.
Relevance for Germany
For Germany the document is less interesting for its US framing than for the question it raises: how does German and European law handle fully AI-generated abuse material? Section 184b StGB covers depictions of sexual acts involving 'children' - a formulation that used to be unambiguous but now has to be interpreted by courts in the case of fictional but photorealistic images. The BKA and the central unit for combating internet crime have been pointing to the rise in AI-generated content since 2024. For parents this is no reason to panic, but a reason for frank conversations: sextortion, deepfake nudes of classmates and AI-driven grooming are everyday school risks, not future scenarios. Schools and youth welfare services should adapt their prevention work. At EU level it remains open whether the AI Act, the DSA and the eCommerce Directive are enough, or whether the planned CSAM regulation - recently controversial over privacy concerns - needs to be tightened.

The cooperation with NCMEC and the Attorney General Alliance and the named state attorneys general are reported consistently by OpenAI and TechCrunch. The '8,000 reports in H1 2025, up 14 percent' figure comes from the Internet Watch Foundation and is cited in OpenAI's own release. The blueprint is a policy document, not a legislative proposal - legal effect only arises if lawmakers pick up its recommendations. OpenAI does not yet provide verifiable numbers for the announced technical safeguards.
