DeepSeek V4 runs entirely on Huawei chips: China builds parallel AI ecosystem

Source: The Information / Reuters·April 4, 2026

What it really says

DeepSeek will run its upcoming V4 model entirely on Huawei Ascend 950PR chips instead of Nvidia hardware. The company spent months collaborating with Huawei and Cambricon Technologies to rewrite its model architecture from Nvidia's CUDA to Huawei's CANN framework. Alibaba, ByteDance and Tencent have already ordered hundreds of thousands of Ascend chips. Chip prices rose by 20%. Nvidia received no early access to the V4 model.

Our assessment

This is a geopolitical turning point, not a technical one. Technically, Huawei's Ascend 950PR delivers about 2.8x the performance of Nvidia's H20, but falls short of the H200. The real story: China is building a complete AI ecosystem without Western dependency. For Europe, this means the AI world is becoming multipolar. Companies relying solely on US providers today may find themselves caught between two blocs tomorrow. Panic is unwarranted, but strategic thinking about digital sovereignty is becoming more urgent.

Relevance for Germany

German companies using AI rely almost exclusively on US infrastructure (OpenAI, Google, AWS). China's parallel ecosystem shows that European AI sovereignty is no longer theoretical. GAIA-X and the EU AI Act must also address the hardware question.

Fact check

Primary source is The Information, confirmed by Reuters. Mass orders by Alibaba, ByteDance and Tencent are corroborated by multiple independent sources. DeepSeek V4 has not been released yet; launch is expected in the coming weeks.
